National Energy Administration: Three new types of participating units added to the joint meeting of power plants and power grid

China Electric Power News Network reporter Zhi Tong reported that recently, the National Energy Administration revised and issued the "Notice of the National Energy Administration on Further Improving the System of Factory Network Joint Meetings for Power Dispatch Trading and Market Order" (hereinafter referred to as the "Notice"), adjusting the frequency, content, participants, functional positioning, and other contents of the meetings, and adding new participating units such as power selling enterprises, power users, and industry associations. The newly revised Notice is mainly revised and improved in four aspects. Clarify the responsibilities and positioning of joint meetings. This includes building a platform for information dissemination, communication, and coordination between factories and networks, conducting relevant policy research, reporting production and operation status of factories and networks, and coordinating issues related to factory network interfaces. Clarify the organizational units and participating units of the joint meeting. The joint meeting is organized and held by the agency dispatched by the National Energy Administration. The participating units will add relevant distribution and sales enterprises, power users, industry associations, etc. on the basis of previous power generation enterprises, power grid enterprises, power dispatch institutions, and power trading institutions, to further meet the participation needs of market entities. The meeting can invite relevant government departments to participate. Clarify the working rules of the meeting. The joint meeting should comply with the organizational principles of legal compliance, information sharing, equal consultation, and democratic decision-making, minimize the number of meetings as much as possible, and adopt various forms such as on-site meetings or video conferences. It is proposed that relevant power companies should strengthen daily production and operation analysis, and timely submit joint meeting topics and materials. Based on the current construction situation of the power market, focusing on the issues of concern to market entities, adjustments have been made to the matters that should be reported and coordinated at the joint meeting, including the status of power market transactions, settlements, contract execution, the development of auxiliary power services, and the development and consumption of clean energy. Clarify the relevant responsibilities of each agency dispatched by the National Energy Administration. This includes strengthening conference organization and problem research and consultation, supervising the implementation of conference requirements, collecting conference materials, reporting major issues, and refining systems.
